Medical Career

Smirnov's professional career began in 1978 when he joined the Rostov Research Institute of Plague Control. He remained at the institute until 1991, making significant contributions to medical research.

Political Beginnings

Smirnov's political journey commenced in 1990 when he became the chairman of the Rostov Regional Organization of the Republican Party of Russia. In 1993, he was elected to the first convocation of the State Duma, Russia's federal parliament.
