Early Life and Education
Kojakhmet Baimakhanov was born on November 21, 1942, in Guryev, Kazakhstan, to a military family. After graduating from the Ural Technical College of Agricultural and Forestry Mechanization in 1960, he worked in Sarany, Karaganda Oblast.
Career in the Komsomol and Party
From 1966 to 1973, Baimakhanov held several Komsomol and Party positions, including First Secretary of the Sarany City Committee of the Komsomol and head of the organization department of the Sarany City Committee of the Party. In 1971, he was elected Second Secretary of the Karaganda Regional Committee of the Komsomol and graduated from the history faculty of Karaganda State University in absentia.
Career in the KGB
In 1973, Baimakhanov was sent to the KGB Higher School in the USSR for training in leadership. Upon completing the course, he was appointed deputy head of the counterintelligence department of the KGB in Karaganda Oblast. He held various positions in the KGB, including:
- Deputy head of the KGB administration in Alma-Ata Oblast (1980-1982)
- Senior inspector in the KGB Inspectorate (Moscow, 1982-1985)
- Head of the KGB administration in Kokchetav Oblast (1985-1987)- Deputy chairman of the KGB of the Kazakh SSR (1986-1990)
- Head of the KGB administration in Alma-Ata Oblast (1990-1991)
Chairman of the National Security Committee
In October 1991, Baimakhanov was appointed chairman of the State Security Committee of Kazakhstan, which was renamed the National Security Committee of Kazakhstan in July 1992.
Minister of Internal Affairs
From October 1994 to November 1995, Baimakhanov served as Minister of Internal Affairs of Kazakhstan.
Director of the Almaty Law Academy
After retiring from the KGB, Baimakhanov pursued a career in academia, eventually becoming the director of the Almaty Law Academy of the Kazakh Humanitarian Law University.
Current Activities
He is currently the head of the Association of Security Organizations of the Republic of Kazakhstan.
