Early Life and Education
Born on February 26, 1953, in Western Kazakhstan, the Kazakh stateswoman received her education at the Ural Pedagogical Institute named after A.S. Pushkin as an English language teacher and later earned a law degree from the Al-Farabi Kazakh National University.
Early Career in Politics
After graduating in 1974, she began teaching in a secondary school in Ural. From 1976 to 1979, she held positions in the Komsomol (Communist youth organization), including as secretary and head of various departments in the Ural Regional Committee.
Rise in the Komsomol
In 1979, she was elected First Secretary of the Ural City Committee of the Komsomol, and in 1981, First Secretary of the Ural Regional Committee. In 1983, she became Secretary of the Central Committee of the Komsomol in Kazakhstan.
Involvement in Education and Youth Affairs
From 1987 to 1990, she served as Deputy Chairman of the Board of the Kazakhstan branch of the Soviet Children's Fund. In 1990, she was appointed Chairman of the Committee for Youth Affairs of the Supreme Soviet of Kazakhstan, and in 1993, she became Minister for Youth, Tourism, and Sports.
Diplomatic Career
From October 1996, she served as Kazakhstan's ambassador to Israel and later to Italy. In May 2004, she was appointed Deputy Prime Minister of Kazakhstan.
Minister of Education and Science
On December 13, 2004, she became Minister of Education and Science of Kazakhstan. In February 2007, she was appointed Permanent Representative of Kazakhstan to the United Nations.
