Early Life and Career

Charles Théodore Eugéne Declercq was born into a humble family in Avesnes-sur-Helpe, France. He initially worked as a proofreader and editor for various democratic newspapers. His financial and railway-related articles gained him recognition.

Political Ascent

In 1848, Declercq was elected to the Constituent Assembly and appointed the Minister of Finance. During the May and June Days uprising, he boldly opposed the government's imposition of martial law. After the election of Cavaignac as head of the executive power, Declercq resigned from his ministerial post.

Withdrawal and Industrial Ventures

Following the dissolution of the Constituent Assembly, Declercq withdrew from politics. He focused on industrial ventures, amassing considerable wealth.

Return to Politics

In 1871, Declercq was elected as a deputy to the National Assembly. In 1875, he became a senator.

Premiership

In 1882, after the fall of the second Freycinet ministry, Declercq was tasked with forming a new government. He assumed the role of Prime Minister and also held the Foreign Affairs portfolio.

Short-Lived Premiership

Declercq's cabinet lasted less than six months before it collapsed. Nonetheless, his tenure marked a significant milestone in French politics.
