Biography of Kuzma Kiselev
Early Life and EducationKuzma Venediktovich Kiselev was born on November 1, 1903, in the village of Lobkovichi in the Mogilev region. He graduated from the medical faculty of Voronezh State University, specializing in neurology, and the Red Professorship Institute in Moscow. From 1932 to 1937, Kiselev worked as a researcher at the All-Union Institute of Experimental Medicine. In 1936, he obtained a candidate degree in medical sciences.
Political Career
Kiselev's political career began in 1937 when he became the People's Commissar of Healthcare of the BSSR. He later served as the Chairman of the Council of People's Commissars of the BSSR from 1938 to 1940. In the years 1941-1942, Kiselev worked as the director of a medical publishing house in Moscow and as the chairman of the Ulyanovsk Oblast Executive Committee. From 1943 to 1944, he served as the First Deputy Chairman of the Council of People's Commissars of the Belarusian SSR.
Diplomatic Career
Kiselev's diplomatic career began in 1944 when he became the First Deputy Chairman of the Council of Ministers and People's Commissar (later Minister) of Foreign Affairs of the BSSR. He held this position until 1958 when he became the Minister of Foreign Affairs of the Belarusian SSR. Kiselev had the rank of Extraordinary and Plenipotentiary Ambassador. He also served as a deputy in the Supreme Soviet of the USSR, the Supreme Soviet of the BSSR, and a member of the Central Committee of the Communist Party of Belarus.
Role in the United Nations
In 1945, the Soviet Union, including the Belarusian SSR, became a founding member of the United Nations (UN). Kiselev played a significant role in the establishment of the Permanent Mission of the Belarusian SSR to the UN. He also participated in the San Francisco Conference in 1945, which established the UN. As the head of the Belarusian government delegation, Kiselev delivered a speech highlighting the history, people, and war devastation in Belarus. He signed the UN Charter on behalf of the Belarusian SSR, officially recognizing it as a founding member of the UN.
Contributions to International Relations
Kiselev actively participated in various UN sessions, conferences, and commissions, representing the interests of the Belarusian SSR. He was involved in discussions on economic and social issues, human rights, women's rights, transportation, and other international matters. Kiselev also played a role in negotiating peace treaties with Italy, Romania, Hungary, Bulgaria, and Finland. He advocated for reparations and demilitarization of Germany, as well as the establishment of a democratic state.
Legacy
Kiselev's contributions to Belarusian diplomacy and international relations were recognized with numerous awards and honors. He received two Orders of Lenin, two Orders of the Red Banner of Labor, the Order of Honor, and several medals. Kiselev's leadership of the Ministry of Foreign Affairs of the Belarusian SSR ensured the active participation of the republic in the establishment and activities of the UN and other international organizations.
