Dahrir Riyale Kahin: A Somali Military and Political Figure

Dahrir Riyale Kahin, a prominent Somali military and political leader, served as the third President of the self-proclaimed Republic of Somaliland.

Early Life and Military Service

Born in Quljeedo, near Borame, in what was then British Somaliland, Kahin enlisted in the military and ascended to the rank of Sergeant in the National Security Service (NSS) during the final years of Mohamed Siad Barre's rule.

Allegations of Human Rights Abuses

During his tenure at the NSS, Kahin faced accusations of actively participating in the torture and killings of civilians perceived to be collaborating with the Somali National Movement (SNM). Human rights groups condemned these actions, demanding that he be held accountable as a war criminal.

Rise to Presidency

Following the collapse of the Barre regime, northern Somalia declared independence as the Republic of Somaliland. Kahin played a significant role in the new state, becoming Vice President. Upon the death of President Mohamed Haji Ibrahim Egal, he contested and narrowly won the presidential election in 2002.

Presidency

Inaugurated in Hargeisa, Kahin implemented policies that included declaring non-Somalilanders residing in the region as personae non gratae in November 2003, ordering them to leave within 45 days.

In 2010, Kahin contested the second presidential election, securing second place with 33.23% of the votes.

Legacy

Kahin's presidency was marked by both progress and controversy. His contributions to the development and stability of Somaliland are recognized, while allegations of human rights violations continue to overshadow his legacy.
