He founded the East India Association to provide accurate information about India and influence British government policies.

Naoroji served as the Dewan (Chief Minister) of the Baroda State from 1873 to 1876. During this time, he published his seminal work, "The Poverty of India." In this book, he asserted that British rule was draining India's wealth and leading to widespread poverty.
