Ivan Ivanovich Neplyuev: A Statesman and Military Leader

Ivan Ivanovich Neplyuev was a distinguished statesman and military leader who served during the 18th century.

Early Years and Education

In 1693, Ivan Neplyuev was born into a noble family. Despite being married, he was sent to the Novgorod Mathematics School in 1714. Later, he joined the Petersburg Naval Academy. Upon graduating, he sailed the Atlantic and Mediterranean oceans for five years.

Naval Career and Diplomatic Missions

In 1720, Neplyuev impressed Peter the Great with his exceptional exam performance. Peter declared, "This young man will achieve great things." As a result, Neplyuev was appointed chief commander of all ships built in Petersburg.

From 1721 to 1734, he served as Russian resident in Constantinople. He also participated in the Nemirov Congress (1737) and the negotiations leading to the Belgrade Peace Treaty (1739).

Political Intrigue and Removal

During the reign of Empress Elizabeth, Neplyuev fell victim to accusations and was dismissed from his position as chief commander of Malorossiya. He was arrested and stripped of his honors and estates.

Appointment as Governor of Orenburg

However, Empress Elizabeth soon realized Neplyuev's innocence and appointed him governor of the Orenburg region in 1743.

Legacy in Orenburg

Over 16 years as governor, Neplyuev's accomplishments were significant:

Founded the city of Orenburg as a strategic defense against nomadic tribes

Established numerous fortresses along the Sakmara, Ural, Uy, Uvelka, Miyas, and Tobol rivers

Reorganized the Orenburg Cossack army and improved military systems for other groups, including the Bashkirs and Kalmyks

Established schools and churches, promoting education and spiritual well-being

Facilitated trade and industry, opening medecine and ironworks

Neplyuev also played a key role in suppressing the Bashkir uprising of 1755-57 and capturing its leader, Batarma Aleev.

Later Years and Honors

In 1760, Neplyuev was appointed senator and conference minister. Empress Catherine II trusted him implicitly, entrusting him with the command of all troops in Petersburg during her absences.

Neplyuev's memoirs, "Zapiskis," were published posthumously in 1823-26. They provide valuable insights into his life and contributions. Historians such as Rychkov have also documented his legacy in the Orenburg region.

Ivan Ivanovich Neplyuev's life and career were marked by his exceptional abilities, resilience, and dedication. He remains an important figure in the history of Russian diplomacy and administration.
