Biography of David Lokyan
David Arsenovich Lokyan was an Armenian statesman and economist. He was born on January 20, 1958, in Bogdanovka.
Early Life and Education
Lokyan attended the Kirovakan State Pedagogical Institute from 1974 to 1979, where he studied biology and chemistry. After completing his undergraduate studies, he pursued a career in research and academia. From 1982 to 1988, he worked as a research fellow at the Institute of Biology of the Armenian SSR Academy of Sciences, where he pursued his PhD in Biological Sciences.
Academic and Professional Career
Following the completion of his PhD, Lokyan worked as a junior research associate at the Department of Biology at the Kirovakan State Pedagogical Institute from 1979 to 1982. He then became the head of the Laboratory of the Department of Physical Education, a senior lecturer, and eventually the head of the Department of Human Physiology and Medicine at the same institute from 1986 to 1995.
In 1995, Lokyan transitioned to the field of analysis and became the director of the Analytical Software Center "Intellectual." From 1998 to 1999, he served as the Deputy Governor of Lori Marz.
Political Career
On May 30, 1999, Lokyan was elected as a member of the Parliament. He became a member of the Standing Committee on Financial-Budgetary, Credit, and Economic Issues and also served as the leader of the ARFD faction.
In 2001, Lokyan was appointed as the Minister of Urban Development of Armenia, where he played a significant role in shaping the country's urban landscape. He held this position until 2003 when he assumed the role of Minister of Agriculture.
From June 2003 onwards, Lokyan served as the Minister of Agriculture, contributing to the development and growth of the agricultural sector in Armenia.
