Early Life and Education

Born in Riga, Latvia, Juris Gorbs attended 71st Secondary School, graduating in 1987. He subsequently worked at the Production Association for Children's and School Furniture before serving in the military from 1988 to 1990.

Career and Political Involvement

In 1991, Gorbs began employment at Riga-Banka. After graduating with a law degree from the University of Latvia in 1995, he worked at the sports center Damme and the company Rīc-ocean.

From 1998 to 2001, Gorbs served as an assistant to a member of the Latvian Parliament. He joined the Equal Rights party in 1998 and became vice-president of the Latvian Center for Running in 1999. That same year, he earned a silver medal at the Latvian 50km running championship. Gorbs also became a project manager for the Latvian Human Rights Committee in 1999.

Riga City Council

In 2002, Gorbs was elected to the Riga City Council as a member of the Harmony Center party. He served as Chairman of the Riga City Council's Employment Administration from 2002 to 2005. In 2005, he became Vice-Chairman of the Harmony Center faction in the Riga City Council and Co-Chairman of the Latvian Association of Owners and Renters of Denationalized and Municipal Houses.

Legal Action and Public Roles

In 2006, Gorbs filed a lawsuit against the Riga City Council challenging the legality of his dismissal. The case was settled through a friendly agreement. From 2006 to 2008, he served as an auditor for the Riga City Council's Environment Department. Gorbs became a member of the Harmony Center's board of directors in 2007.
