Biography of Elaine Marshall

Elaine Marshall was an American politician and the 23rd Secretary of State of North Carolina. She was the first woman to be elected to this position. She was born on November 18, 1945, in Lineboro, Maryland. Her father was a farmer and a volunteer firefighter, while her mother served as an organist in a small rural church. Marshall attended public school and became the first person in her family to graduate from college. She studied textile industry at the University of Maryland from 1964 to 1968, earning a bachelor's degree in textile industry and clothing design.

During her college years, Marshall spent her summers managing a camp for the Maryland 4-H Foundation, a youth organization that she continues to support. After graduating from university, Marshall taught at the public schools in Lenoir County, North Carolina, and later managed a bookstore. She returned to the field of education as a teacher at Lenoir Community College and Johnston Technical Community College. Marshall then pursued a law degree at the Norman Adrian Wiggins School of Law at Campbell University, graduating with a Doctor of Jurisprudence degree in 1981. She was admitted to practice in all North Carolina courts, the Eastern and Central Districts of the state, the Fourth Circuit Court of Appeals, and the United States Supreme Court. She is a member of the North Carolina State Bar, the North Carolina Bar Association, the North Carolina Association of Women Attorneys, and the legal society "Delta Theta Phi".

In 1985, Marshall became a partner at a law firm in Lillington, North Carolina. She has been actively involved in the state's political life for over 30 years. In the early 1970s, she participated in the activities of the Young Democrats of America and eventually became the organization's national secretary. In Harnett County, where Marshall practiced law, she became the president of the Democratic Women's organization and in 1991, she became the chair of the county division of the Democratic Party.

In 1992, Marshall won the election and became a state senator from the 15th district. During her four years in office, she significantly improved the state's healthcare system. In 1996, Marshall ran for the position of North Carolina Secretary of State, competing against Richard Petty, a former racecar driver and candidate from the Republican Party. She won the election with 53% of the votes, becoming the first woman elected to the state's government in the history of North Carolina. Marshall was reelected three times and in 2008, she received a higher percentage of votes than any other candidate in the state's history. Starting from 1936, Elaine Marshall is only the third Secretary of State of North Carolina, as her two predecessors were repeatedly reelected to their positions.

In 2002, Marshall ran for the United States Senate, hoping to replace retiring senator Jesse Helms. However, during the primary elections, she was surpassed by Democrat Erskine Bowles, who had served as the White House Chief of Staff under President Bill Clinton. Marshall made another unsuccessful attempt to enter the Senate in 2010, with her opponent receiving 55% of the votes.

Elaine Marshall is a member of the Methodist Church and has five adopted children and seven grandchildren. In her free time, she enjoys watching football and basketball games, cooking, and gardening.
