Born on April 17, 1979, in Vernon, British Columbia, Brewer's hockey journey began as a child in Ashcroft. At 14, he relocated to Kamloops, where he excelled for the Jardine Blazers. His impressive performances earned him the British Columbia Amateur Hockey Association's Top Player Award and a spot in the program that groomed young players for international competition.
In 1995, Brewer joined the Prince George Cougars of the Western Hockey League (WHL), who had drafted him 81st overall. As a rookie, he emerged as a rising star, amassing 14 points in 63 games. His sophomore season showcased his offensive prowess, registering 29 points in 71 games. Brewer's contributions helped the Cougars advance to the WHL Finals in 1997, where they finished runners-up.
