Early Life and Education
Fiona Hill was born and raised in a small town in Northern England. Her parents, a miner and a midwife, were the first in their family to attend university. Hill received her undergraduate degree in Russian and Modern History from the University of St. Andrews (1989). She pursued further studies in Soviet Studies (MA, 1991) and History (PhD, 1998) at Harvard University.
Career in the United States
After unsuccessful attempts to join the British Foreign Service, Hill moved to the United States in 1989. She worked at the Harvard Kennedy School (1991-1999) and later served as Director of Policy Planning at the Eurasia Foundation (1999-2000). In 2000, she joined the Brookings Institution as a Senior Fellow and Director of the Center on the United States and Europe.
From 2006 to 2009, Hill led the Russia and Eurasia Section of the National Intelligence Council. She is also a member of the Council on Foreign Relations, the Eurasia Foundation Board, and the Valdai International Discussion Club.
White House Official
In April 2017, Hill was appointed Special Assistant to the President for European and Russian Affairs. As Deputy National Security Advisor for Europe and Russia, she played a key role in coordinating U.S. policy towards these regions.
Trump Impeachment Inquiry
In August 2019, Hill resigned from her White House position. She testified for 10 hours before the House Intelligence Committee as part of the impeachment inquiry into President Donald Trump.
Opinions and Views
Hill believes that pre-revolutionary Russia is the birthplace of the ideology of terrorism. She suggested Arnold Schwarzenegger, who speaks German, as a potential U.S. ambassador to Russia to facilitate communication with Vladimir Putin.
Publications and Recognition
Hill co-authored the highly acclaimed books "The Siberian Curse: How Communist Planners Left Russia Out in the Cold" (2003) and "Mr. Putin: Operative in the Kremlin" (2013). These works have been widely cited and praised for their insightful analysis of Russian politics.
