Early Life and Education

Francis Budris was born into a devout Catholic peasant family. He pursued his education at the Catholic St. Petersburg Theological Seminary, graduating in 1907.

Priestly Ordination and Ministry

In the spring of 1907, Budris was ordained as a priest. He served as vicar in Irkutsk and later taught religious studies at Alexander's Real School. In 1909, he became parish priest in Tyumen and taught religious education at various schools. His congregation primarily comprised Polish, German, and Lithuanian immigrants residing in the Ural region, as well as foreign specialists and their families. During World War I, he extended his services to Catholic prisoners of war.

Decanal Duties and Pastoral Care

In 1919, Budris was appointed parish priest in Perm and acting dean, overseeing parishes in Vyatka, Yekaterinburg, Tyumen, and Tagil. Bishop Jan Cieplak officially designated him as dean in 1920. Budris tirelessly provided pastoral care during economically challenging times and amidst Bolshevik persecutions of the clergy.

Expansion and Imprisonment

Over the following years, Budris enlarged his responsibilities, simultaneously serving as dean, parish priest in Perm, and administrator of churches in Yekaterinburg, Tyumen, Tobolsk, and Vyatka. In 1925, he was briefly detained.

Service Beyond Parish Boundaries

Beyond 1924, Budris extended his ministry to Catholic communities in numerous cities, including Tobolsk, Tyumen, Perm, Yekaterinburg, Chelyabinsk, Zlatoust, Kurgan, Ishim, Ufa, Samara, Kazan, and Vyatka. Despite the closure of churches in several cities, he continued to visit Catholic residents, conducting masses in their homes.

Arrest and Execution

On June 17, 1937, Budris was arrested in Ufa. He was falsely accused of espionage and organizing an insurrection against Soviet authority under the guise of religious activities. On November 11, 1937, he was sentenced to death by execution, which was carried out on December 16, 1937.
