Vladimir Havrylov: Ukraine's Deputy Minister of Defense
Early Life and Military ServiceVladimir Havrylov was born on June 1, 1958. From 1981 to 1988, he served in anti-aircraft defense units. In 1990, he graduated from the Military Academy of Anti-Aircraft Defense of the Land Forces in Kyiv, where he taught until 1992.
Career in the Ministry of Defense of Ukraine
From 1993 to 2018, Havrylov held various command and operational positions within the Ministry of Defense of Ukraine. He also gained extensive diplomatic experience as a defense attaché at Ukrainian embassies in the US, UK, and Romania.
Founding the "Veteran Desyatka" Charity
Following his retirement in 2018, Havrylov established and led the "Veteran Desyatka" charity. This organization focuses on rehabilitating wounded war veterans through sports.
Appointment as Deputy Minister of Defense
In 2021, Havrylov joined the state-owned company "Ukrspetsexport" as an assistant to the general director. On January 28, 2022, the Cabinet of Ministers of Ukraine appointed him Deputy Minister of Defense.
Foreign Awards
Havrylov has received several foreign awards, including:The Order of California (USA, 2018) for his contributions to strengthening cooperation between the Ukrainian Armed Forces and the California National Guard.
The Legion of Merit (USA, 2019) for his "exceptionally meritorious service as the Ukrainian Defense Attaché to the U.S. from 2015-2018, contributing to regional stability, enhancing defense capabilities, and increasing readiness on the part of both nations."
Dismissal
On September 18, 2023, Havrylov was dismissed from his position as Deputy Minister of Defense of Ukraine.
