Early Life and Education

Gennady Dmitriyevich Arkhipov was born on June 28, 1938, in Pavlovsky Posad, Soviet Union. After completing eight grades of education, he worked as a fueler at the Lenskaya factory while attending evening school. In 1961, he enrolled in a textile technical school and later continued his studies at the Moscow Hydromelioration Institute (now Moscow State University of Land Management).

Career in Construction

Arkhipov began his career as a foreman and eventually rose through the ranks to become chairman of the "Mosoblstroy No. 17" trust. In 1987, he was appointed chairman of the executive committee after serving six years as first deputy.

Head of Pavlovsky Posad District

From 1991 to 2000, Arkhipov served as the head of the Pavlovsky Posad District administration. He won the district's mayoral election in October 1996 with 73% of the votes.

During his tenure, significant infrastructure improvements were made, including the reconstruction of textile factories, construction of the Pavlovsky Posad wastewater treatment plant, six schools, kindergartens, and the central district library. Additionally, around 400 square meters of housing was built.

Socio-Economic Development and Health Care

Arkhipov implemented a comprehensive socio-economic development program. He established the Pension Fund building, a sports and recreation complex with a swimming pool, a bus station, and two new bridges across the Vokhonka and Klyazma rivers.

He also founded the Rakhmenovo Rehabilitation Center, a nursing home, and a municipal youth center for children and teenagers. A social rehabilitation center with a shelter was also established.

External Relations and Local Government

Arkhipov played a significant role in developing external economic relations and strengthening local government systems. In 2000, he initiated the creation of the "Pavlovsky Posad District Social Development and Mortgage Lending Fund," which provided affordable and comfortable housing for residents.

Family and Personal Life

Arkhipov's father was a driver, and his mother worked as a scarf seamstress. He had a sister named Alevtina. His wife, Klavdia Mikhailovna, was a teacher. They had two children: Arthur, an engineer, and Yulia, an educator.

Awards and Recognitions

Arkhipov received numerous awards, including the Order of the Badge of Honor, the Order of Friendship, and the Order of Saint Blessed Prince Daniil of Moscow. He was also удостоен the titles of Honored Builder of the RSFSR, Honorary Builder of the Moscow Region, and Honorary Citizen of the Pavlovsky Posad District.

Passing

Gennady Dmitriyevich Arkhipov passed away on January 28, 2012. He is remembered as a prominent figure in the development of Pavlovsky Posad District and the promotion of local self-government.
