Early Life and Political Beginnings

Jeffrey Henry was born on the island of Aitutaki. He embarked on his political journey by contesting an Aitutaki electorate seat as an independent candidate. In 1972, he joined the Cook Islands Party.

Ministerial Roles and Ascendancy

Henry held various ministerial positions, including Minister of Education and Minister of Finance in 1973. In July 1983, he led his party to victory in the parliamentary elections, becoming Prime Minister. However, his initial tenure was short-lived, as he resigned a few weeks later.

First Prime Ministership (1989-1999)

In the 1989 parliamentary elections, Henry regained the premiership, a position he held for a decade until 1999. During his leadership, he implemented significant reforms, including changes to the pension scheme and the establishment of a minimum wage. He also created the Ministry of Culture in 1990. However, his time as Prime Minister was marked by a severe financial crisis and the devastation wreaked by Cyclone Martin in November 1997.

Later Career and Legacy

Following his departure from the premiership in 1999, Henry served as Deputy Prime Minister from 2004 to 2006. He retired from politics in 2006. In 1992, Queen Elizabeth II bestowed the title of Knight on Henry. Despite the challenges he faced during his tenures, he left a lasting mark on the Cook Islands, particularly through his reforms and commitment to cultural preservation.
