Before his appointment as the director of the CIA, Tenet worked as a special assistant to the President of the United States and as the senior director for intelligence at the National Security Council. He coordinated the activities of various US intelligence agencies. Tenet also has experience working in the US Senate. In the early 1980s, he began his career as an aide to one of the senators.

Tenet spent a long time studying US-Soviet relations and became an expert in the field of nuclear weapons control. Many experts have placed high hopes on Tenet, considering him capable of reorganizing the CIA and making the organization's work more effective.

Tenet conducted a thorough loyalty check of CIA employees and was able to uncover several foreign agents. He is regarded as a perceptive and original thinker. He is a proponent of maximum cooperation with the intelligence agencies of US allies.

However, one of Tenet's major miscalculations was the failure of the CIA to prevent the terrorist attacks on New York and Washington. When initiating counter-terrorism operations, Tenet instructed his subordinates to "act boldly to achieve the best results, without fearing the bureaucrats at the CIA." He stated, "We don't need to decide what to do with the problem - we need to solve the problem."

Tenet made the decision to recruit individuals with questionable pasts but with necessary skills to work in the CIA. He stated that "clean people find it difficult to do dirty work."
