Early Life and Education
Born in Vladivostok on August 7, 1942, Victor Rotozin completed his secondary education and attended a construction college. After a brief stint as a motorcyclist for Vostokrybkholodflot, he served in the Soviet Army from 1962 to 1965.
Upon demobilization, Rotozin entered the Higher Red Banner School (VKSH) of the KGB on the first faculty of counterintelligence, where he specialized in military counterintelligence for five years. He subsequently obtained a Candidate of Jurisprudence degree from the VKSH's first specialized department, focused on the foundations of counterintelligence.
KGB Career
From 1969 to 1972, Rotozin served as an operational officer on ships of the Pacific Fleet's hydrographic service. After completing a PhD program in 1975, he began a teaching career at the VKSH, where he specialized in military counterintelligence.
In 1978, Rotozin became a senior representative and later senior research fellow in the operational-analytical service of the KGB's third directorate. From 1980 to 1983, he advanced to senior research fellow and deputy head of a department in one of the KGB's research institutes, focusing on state secret protection.
From 1983 to 1985, Rotozin was a senior operational officer in the analytical department of the KGB's Primorsky regional office in Vladivostok. In 1985, he joined the analytical department of the KGB's second directorate, responsible for counterintelligence against foreign residencies and diplomatic missions. He rose through the ranks, becoming deputy head of a department in 1987.
Post-KGB Career
Rotozin left the KGB in 1988 to work at the Institute for Security Problems, where he served as a research consultant. In 1992, he joined the Presidential Security Service, becoming its first deputy director. Among his responsibilities were the study of astrology, telekinesis, and parapsychology.
In 1994, Rotozin was promoted to Major General. He entered the Interdepartmental Commission for State Secret Protection in 1996 and was relieved of his duties as deputy director of the Presidential Security Service later that year.
Later Career and Personal Life
Since 1997, Rotozin has headed an investment company with ties to MAPO "MIG." He has also served as a consultant for SBS-Agro Bank. In 1998, he became Director of Strategic Planning at Elbim Bank.
