Early Life and Military Service
Grigory Kuzmich Chernykh was born on December 20, 1898, in the village of Kaplino to a peasant family. After completing elementary school, he assisted his father on the farm and later worked at a mine in Donbass at the age of 16. In 1916, he was conscripted into the army and fought on the Western Front during World War I.
Post-Revolutionary Service
In January 1918, Chernykh returned home but rejoined the military in September as part of the Staroosskolskaya Guard Company. He subsequently served in the 56th and 21st Rifle Divisions, participating in battles against the Whites on the Southern Front during the Russian Civil War.
Career Progression
After the Civil War, Chernykh attended military-political courses at the Orel Military District and became an instructor at a military commissariat in Bryansk. From 1925 to 1930, he served as commissioner of the Sevsky Military Commissariat.
In 1931, he completed the "Vystrel" courses and was assigned to the staffs of the 11th and 4th Rifle Corps, respectively. While serving, he pursued a correspondence degree from the Frunze Military Academy.
Military Commissioner of Moscow
In 1939, Chernykh was promoted to colonel and appointed military commissioner of Moscow, a position he held for nearly 20 years, including throughout the Great Patriotic War. The Moscow Military Commissariat played a crucial role in mobilizing forces to defeat the Germans during the Battle of Moscow and subsequent battles on the Eastern Front.

Chernykh was promoted to major general in October 1943. He retired in 1958 and passed away on May 20, 1961. He was buried at the Novodevichy Cemetery in Moscow. A cup in his name is awarded to the best military commissariat in Moscow.
