During the Balkan Wars, Khalil Pasha led a mobile gendarmerie unit in Salonika. In 1911, he was deployed to Libya to organize resistance against Italian forces.

World War I

Upon the Ottoman Empire's entry into World War I, Khalil Pasha commanded a division in the 3rd Army on the Caucasian front. He subsequently became commander of the forces in Mesopotamia, capturing British General Townshend at Kut in 1915. As a reward, he was promoted to general and appointed governor of the Baghdad vilayet.

Commander of the 6th Army

In 1916, Khalil Pasha replaced General von der Goltz as commander of the 6th Army. He failed in an attempt to advance into Persia in 1917. In the spring of the same year, the British captured Baghdad.
