Biography of Igor Chudinov
Igor Vitalievich Chudinov was born on August 21, 1961, in Frunze, Kirghiz SSR. He graduated from Kirghiz State University in 1983 with a degree in mathematics. After graduation, Chudinov started working as a software engineer at the Frunze Computer Plant named after the 50th Anniversary of the USSR. He then pursued a career in the Komsomol (Communist Youth League) and held various positions, including secretary of the Komsomol committee at the plant and later became the leader of the October District Komsomol Committee in Kirghizia.
In 1990, Chudinov became the second secretary of the Central Committee of the Leninist Communist Youth League (LCYU) in the republic and was elected chairman of the economic commission of the LCYU Central Committee. He was also a delegate at the XX, XXI, and XXII Congresses of the LCYU.
From 1991 to 1992, Chudinov attended the International Business School in Moscow. After that, little is known about his professional career until 2005 when it was reported that he had been involved in business activities. In April 2005, Chudinov became the CEO of Kyrgyzgas, a state-owned gas company. The following year, his biography was included in the investigative journalism collection "Elite of Kyrgyzstan" prepared by the Agency for Journalistic Investigations.
On February 8, 2007, Chudinov was appointed as the Minister of Industry, Energy, and Fuel Resources of Kyrgyzstan by the President Kurmanbek Bakiev. He was the only Russian in the Kyrgyz government and was considered to represent the "northern" political elite group in the country. As the minister, Chudinov became a public figure, making statements and giving interviews regarding tariff policies and the development of the energy sector in Kyrgyzstan.
Following the Constitutional Court's decision to repeal constitutional amendments made in November and December 2006, President Bakiev signed a decree to hold a nationwide referendum on October 21, 2007, to adopt a new constitution. After the approval of the new version of the constitution, President Bakiev dissolved the parliament and announced the date for early parliamentary elections, which took place on December 16, 2007. The presidential "Ak Jol" party emerged as the winner and nominated Chudinov to become the acting Minister of Industry, Energy, and Fuel Resources. On December 24, 2007, President Bakiev appointed Chudinov as the Prime Minister of Kyrgyzstan.
