Early Life and Education
Sergiy Pyvovarsky was born in Вашkovtsy, Chernivtsi Oblast, Ukraine. He graduated from Chernivtsi Housing and Communal College in 1974 as a construction technician. He then completed his economics degree from Chernivtsi State University in 1980.
Municipal Government Service
Pyvovarsky's career in municipal government began in 1974 when he worked as a technician and master at Housing Office No. 3 in Chernivtsi. In 1975, he joined the Chernivtsi City Council's housing department as an engineer overseeing technical inspections.
He rose through the ranks rapidly, becoming head of Housing Office No. 7 in 1975, and chief engineer and head of the city housing department in 1979.
Political and Administrative Positions
In 1985, Pyvovarsky was appointed First Deputy Chairman of the Chernivtsi City Executive Committee. He held various other political and administrative positions, including Deputy Chairman of the Oblast Planning Commission, First Deputy Head of the Oblast Executive Committee, and Head of the Oblast Planning and Economic Administration.
In 1990, he became a member of the local Communist Party committee.
Governor of Chernivtsi OblastFrom 1990 to 1992, Pyvovarsky served as Chairman of the Chernivtsi Oblast Council and Oblast Executive Committee. He was re-elected as Chairman of the Oblast Council from 1992 to 1994.
During this time, he also represented the Ukrainian President in Chernivtsi Oblast from 1992 to 1995 and headed the Chernivtsi Oblast State Administration from 1995 to 1996.
Diplomatic Career
Pyvovarsky's diplomatic career began in 1996 when he was appointed Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Moldova. He served in this role until 2000.
After returning to Ukraine, he held various positions within the Ministry of Foreign Affairs, including Director of the Department of Administrative and Financial Issues, Documentation, and Archive.
In 2004, he was appointed Ambassador of Ukraine to the Republic of Slovenia. He returned to Ukraine in 2006 and became Director of the Foreign Ministry's Currency and Finance Department.
Pyvovarsky was promoted to Deputy Minister of Foreign Affairs in 2007 and held this position until 2011. He currently serves as Chief Advisor to the Minister of Foreign Affairs.
Ambassadorship to Moldova
On July 29, 2015, Pyvovarsky was reappointed as Ambassador of Ukraine to Moldova. He completed his service in 2019.
Awards and Honors
Sergiy Pyvovarsky has received numerous awards and honors, including the Orders of Merit of the 3rd, 2nd, and 1st degrees, as well as the Medal for Civic Merit from the Republic of Moldova.
