Early Life and Education
Ivan Kulichenko was born in the village of Berezanivka, now a part of Dnipro. His father was a driver at the GShO factory, and his mother raised the family's three children. In 1972, Kulichenko enrolled at the Dnipropetrovsk Engineering and Construction Institute, graduating in 1977.
Military Service and Career in Local Government
After graduating, Kulichenko served in the military from 1977 to 1979. Upon his return, he joined the capital construction department of the Dnipropetrovsk Regional Executive Committee. In 1986, he became the deputy chairman of the planning commission of the Dnipropetrovsk City Executive Committee.
In 1990, Kulichenko was appointed deputy chairman of the City Executive Committee, and in 1994, he became the first deputy chairman, overseeing the city's economy, industry, and energy supply.
Mayor of Dnipropetrovsk
In 1999, Kulichenko became acting mayor of Dnipropetrovsk, succeeding Nikolai Shvets. He was elected mayor in 2000 and re-elected in 2002 and 2006. Despite publicly declaring his non-partisanship, he was supported by the Yulia Tymoshenko Bloc and the Socialist Party of Ukraine in the 2006 election.
Membership in the Party of Regions and Election to Parliament
In 2010, Kulichenko joined the Party of Regions, having previously stated that he believed the city mayor should remain non-partisan. He was re-elected as mayor in the same year.
In 2014, Kulichenko ran for the Ukrainian Parliament as a member of Petro Poroshenko's Bloc. He was elected with 33% of the vote and resigned as mayor on November 21, 2014.
Honors and Affiliations
Kulichenko holds a Candidate of Technical Sciences degree from his alma mater. He is a member of the Academy of Construction of Ukraine and has published several scientific papers. He is also the Chairman of the Dnipropetrovsk Regional Branch of the Association of Ukrainian Cities, a member of the Union of Leaders of Local and Regional Authorities of Ukraine, and the head of the Ukrainian delegation to the Congress of Local and Regional Authorities of Europe.
