Early Life and Education
Vladimir Dmitriyevich Chaika was born on October 5, 1948, in Berislav, Kherson Oblast. From 1966 to 1971, while working as a gas cutter at the Zavod imeni 61 Kommunara, he simultaneously pursued a part-time degree in engineering at the Mykolaiv Shipbuilding Institute.
Industrial and Military Career
After graduating from the Zavod imeni 61 Kommunara, Chaika worked at the DorMashina plant and was elected as its Komsomol organizer. From 1972 to 1974, he served in the Soviet Army's missile troops. In 1976, he completed his engineering degree at the Mykolaiv Shipbuilding Institute and became chairman of the DorMashina plant's trade union committee.
Public Service
From 1979 to 1991, Chaika held various positions in local government, including head of the department of the city executive committee, deputy chairman of the Korabelny district executive committee, and deputy chairman of the city executive committee. In 1986, he defended his dissertation at the Kyiv Engineering and Construction Institute, earning a Candidate of Technical Sciences degree. In 1987, he participated in the aftermath of the Chernobyl disaster, overseeing the construction of housing for displaced residents.
Political Career
In 1991, Chaika headed the regional office of the Pension Fund, where he developed a new computerized system for recording pensioners and distributing pensions. In 1994, he was elected as a deputy and later as chairman of the regional council. In 1996, he was appointed as an advisor-consul to the Ukrainian Embassy in Azerbaijan, where he played a role in negotiations regarding the construction of the Baku-Poti-Odessa oil pipeline. From 1998 to 1999, he served as deputy mayor of Mykolaiv, and from 1999 to 2000, he was director of the Mykolaiv branch of the State Export-Economic Bank.

In June 2000, Chaika was elected mayor of Mykolaiv. He served in this position continuously, overseeing the city's development and well-being.
International Recognition
From May 28, 2002, to November 2005, Chaika served as president of the International Black Sea Club.
