Early Life and Career
Andrejs Elksniņš, a prominent Latvian politician, was born and raised in Daugavpils. He graduated from the Riga Polytechnic Institute and later joined the Daugavpils Zonal Department of Mechanization (DŽUM). During this time, he became a member of the Communist Party of the Soviet Union (CPSU).
Political Involvement
Elksniņš's political career began in the 1990s when he became a member of the former "LPP/LC" and Daugavpils City Party. He was elected to the Daugavpils City Council (Daugavpils Dome) and served as its deputy chairman. In 2002 and 2010, he was elected to the 7th and 11th Saeimas (Latvian parliament), respectively.
Leader of the Latgale Party
In 2012, Elksniņš co-founded the regional "Latgale Party." He was elected its co-chairman and later became its chairman in 2014. Under his leadership, the party gained significant support in the Latgale region.
Mayor of Daugavpils
In 2010, Elksniņš was elected Chairman of the Daugavpils City Council following the resignation of Rihards Eigims. He returned to this position in 2013 after municipal elections. However, in 2017, he lost the mayorship to Andrey Elksniņš due to a coalition formed by opposition parties.
Post-Mayoralty
After his removal as mayor, Elksniņš chaired the Economic Committee of the City Council. In 2018, he was dismissed from this position due to his absence from a committee meeting.
Return to Politics
In October 2018, Elksniņš's Latgale Party withdrew from a coalition with Rihards Eigims. He played a key role in Eigims' removal as mayor in November 2018. On July 25, 2019, Elksniņš was elected as the First Vice Mayor of Daugavpils.
