Early Life and Education

Born into a family with both parents working in the field of economics, Yulia Svitlychna grew up in Kharkiv, Ukraine. From an early age, she demonstrated a keen interest in academics, particularly in law and politics. In 2001, she commenced her higher education journey at the Kharkiv State University of Food Technology and Trade, where she pursued a degree in law.

Professional Career

Early Career (2005-2014)

Following her graduation in 2006, Yulia Svitlychna embarked on her professional career in the corporate sector. She held the position of Head of Department at the Occupational Safety Training and Production Center from 2005 to 2014.

Government Service (2014-2019)

In April 2014, Svitlychna shifted her focus to public service when she was appointed as Director of the Department for Enhancing Regional Competitiveness within the Kharkiv Regional State Administration. Her responsibilities included fostering economic development and attracting investments. Subsequently, she rose through the ranks, serving as Deputy Chairman of the Kharkiv Regional State Administration from November 2014 and First Deputy Chairman from April 2016.

Governor of Kharkiv Oblast (2016-2019)

On October 15, 2016, Yulia Svitlychna became the youngest governor in Ukraine's history when she was elected to lead the Kharkiv Regional State Administration. During her tenure, she focused on economic development, infrastructure improvements, and cooperation with international organizations. She played a key role in attracting foreign investments and positioning Kharkiv Oblast as a hub for innovation and technology.

Political Career (2020-Present)

Parliamentary Elections

In 2020, Svitlychna made her electoral debut by participating in the by-elections for Ukraine's Parliament in Constituency No. 179. She ran as an independent candidate and secured a landslide victory, garnering an impressive 77.54% of the vote. On April 13, 2020, she was sworn in as a Member of the Verkhovna Rada of Ukraine.

Local Elections

Subsequently, Yulia Svitlychna announced the creation of her own political party, "Razom!" (Together). She played a significant role in the 2020 local elections in Kharkiv, supporting the candidacy of Igor Chernyak for Mayor of Kharkiv.

International Recognition

Throughout her career, Svitlychna has been actively involved in international relations. She is a Vice-President of the Chamber of Regions within the Congress of Local and Regional Authorities of the Council of Europe and has represented Ukraine in various international forums. Her work in promoting regional development and cooperation has earned her recognition from organizations such as the United States Embassy in Ukraine and the European Bank for Reconstruction and Development (EBRD).

Personal Life

Yulia Svitlychna is not married but has a son. She is fluent in English and Polish and enjoys playing tennis. She has participated in the annual Kharkiv Marathon since 2015.
