Early Life and Education

Kairat Kelimbetov was born in Almaty, Kazakhstan, in 1969 to renowned historian Nemat Kelimbetov. He graduated from the Republican Physics and Mathematics School-Internat in Almaty in 1986. In 1993, he earned a degree in computational mathematics and cybernetics from Moscow State University (MSU). He continued his education at the Institute of Market Relations under the Kazakhstan State Academy of Management and the National School of Public Administration under the President of Kazakhstan, graduating in 1996. Kelimbetov is proficient in English and French.

Government Career

Early Appointments (1996-2002)

Kelimbetov entered the Supreme Economic Council in 1996. He then worked at the Agency for Strategic Planning (ASPI), where he participated in developing the "Strategy 'Kazakhstan-2030'". In 1998, he became Head of the Socio-Economic Department of the Presidential Administration.

Minister of Economy and Budget Planning (2002-2006)

From 1999 to 2001, Kelimbetov served as Chairman of the Agency for Strategic Planning. In 2001, he co-founded the opposition movement "Democratic Choice of Kazakhstan" and the "Ak Zhol" Democratic Party of Kazakhstan. However, he resigned from opposition politics in 2002 and was appointed Minister of Economy and Budget Planning, a position he held until 2006.

Leadership in Nur-Otan and State Holdings (2006-2008)

In 2006, Kelimbetov became Deputy Chairman of the "Nur-Otan" party and participated in televised parliamentary debates. From 2006 to 2008, he led the state holding "Kazyna Sustainable Development Fund".

Head of the Presidential Administration (2008)

In January 2008, President Nursultan Nazarbayev appointed Kelimbetov as Head of the Presidential Administration. He implemented reforms, reducing non-essential departments.

Head of Samruk-Kazyna (2008-2011)

In October 2008, Kelimbetov led the newly merged state holding "Samruk-Kazyna".

Minister of Economic Development and Trade (2011-2012)

Kelimbetov was appointed Minister of Economic Development and Trade in 2011.

Deputy Prime Minister of Kazakhstan (2012-2013)

From 2012, Kelimbetov served as Deputy Prime Minister of Kazakhstan.
Chairman of the National Bank of Kazakhstan (2013-2015)

Kelimbetov was Chairman of the National Bank of Kazakhstan from 2013 to 2015.

Managing Director of the Astana International Financial Centre (2015-Present)

Since 2015, Kelimbetov has held the position of Managing Director of the Astana International Financial Centre.
