Korniliy Evtikhiyevich Suvchinsky
Early Life and EducationKorniliy Evtikhiyevich Suvchinsky was born in 1856. He received his secondary education at the 1st Kyiv Gymnasium and later pursued higher education at the Faculty of Law at St. Petersburg University.
Career in Government
Following his graduation, Suvchinsky was appointed to the zemstvo department of the Ministry of Internal Affairs in 1879. He soon transferred to the resettlement department of the same ministry, where he became a civil servant tasked with overseeing the establishment of settlers in Siberia and the steppe regions.
Retirement and Political Engagement
In 1902, Suvchinsky retired and settled on his estate, where he devoted himself to agriculture and horticulture. Despite his retirement, he continued to participate in zemstvo activities, serving as a member of the land-use commission in Lipovet and Kyiv.
Member of the State Duma
In 1907, Suvchinsky was elected as a member of the III State Duma, where he held the position of Deputy Chairman of the Commission on Resettlement. He frequently delivered speeches during Duma sessions. In 1912, he was elected to the IV State Duma, this time being sponsored by the Kyiv Club of Russian Nationalists.
Member of the State Council
In 1916, Suvchinsky was elected to the State Council as a representative of the Kyiv Governorate. In 1917, he was included on the list of candidates from Kyiv for the Constituent Assembly.
Death and Legacy
Despite being in poor health, Suvchinsky travelled to Kyiv in October 1917 to attend a congress of Russian voters. He passed away on October 13, 1917. In his obituary, Vasily Vittevich Shulgin wrote, "Death has taken from our ranks a kind, honest, and cultured Russian activist. We, his companions in the State Duma, painfully feel this loss."
Suvchinsky was known for his calm, thoughtful nature and his ability to see the value in different perspectives. He was a respected figure who made significant contributions to Russian politics and society.
