Biography of Leonid Maltsev

Leonid Maltsev, the Minister of Defense of the Republic of Belarus, was born in 1949 in the village of Vyateneyevka in the Slonim district of the Grodno region. After graduating from the Kiev Joint Military Command School, he commanded a motorized rifle platoon, company, and battalion. He then entered the Frunze Military Academy in Moscow.

Maltsev served in the Far Eastern Military District and later assumed the position of Chief of the Training Center of the District before attending the General Staff Academy. After completing his studies in 1992, he returned to Belarus. He commanded an army corps and served as the Chief of the General Staff of the Armed Forces from 1994 to 1995. From May 1995 to November 1, 1996, he held the position of Minister of Defense of Belarus.

After his resignation, Maltsev was appointed to the Staff for the Coordination of Military Cooperation within the CIS, where he served as the Deputy Chief of Staff. In November 2000, he was confirmed as one of the Deputy Secretaries of the Security Council of Belarus.

Maltsev once again became the head of the Ministry of Defense of Belarus after a nearly five-year break, coinciding with recent changes in Moscow. His current appointment was made by President Alexander Lukashenko.
