Early Life and EducationMagdalena Álvarez was born in Madrid, Spain. She earned a degree from the Complutense University of Madrid and embarked on a career in academia. From 1977 to 1990, she served as an associate professor at the National University of Distance Education. Additionally, she taught at the School of Legal Practice in Malaga and the Institute of Fiscal Studies from 1981 to 1989.
Political Career in Andalusia
In 1994, Álvarez was elected to the regional parliament of Andalusia. Governor Manuel Chaves appointed her as Minister of Economy and Finance for the Andalusian government. Despite significant challenges and opposition, she became known for her negotiations with the Spanish central government on regional funding.
National Politics and Cabinet Post
In 2004, Álvarez joined the Spanish Socialist Workers' Party (PSOE) and became a member of the Spanish parliament. Prime Minister José Luis Rodríguez Zapatero appointed her as Minister of Development. During her tenure, she faced criticism over delays in the construction of the Madrid-Barcelona high-speed railway.
European Parliament and European Investment Bank
After leaving the Spanish government in 2009, Álvarez was elected to the European Parliament. She served on the Committee on Transport and Tourism. In 2010, she became Vice-President of the European Investment Bank (EIB).
Corruption Allegations and Conviction
In 2014, Álvarez resigned from the EIB amid corruption allegations related to pension subsidies in Andalusia. In 2019, the Spanish Supreme Court found her guilty of abuse of office during her time as Minister of Economy in Andalusia. She was sentenced to 9 years of disqualification from public office.
