Early Life and Education

Born in Tallinn, Estonia, Max Kaur attended Tallinn Secondary School No. 51, where he led the Komsomol organization with 1,000 members. After graduating in 1987, he joined the Soviet Armed Forces, serving as a tank commander and deputy political officer in Klaipeda, Lithuania. He retired with the rank of Guard Senior Sergeant.

Political Involvement

Kaur began his political career as a political advisor to the Mayor of Tallinn, Edgar Savisaar, from 2002 to 2005. In 1999, he joined the Estonian Centre Party and played a key role in establishing the party's Russian-language newspaper and a youth organization called Interclub.

In 2005, Kaur became Vice-Mayor of Maardu, and from 2006 to 2010, he served as Pro-Rector for Development at ECOMEN Institute of Economics and Management. He established and led the Estonian Public Movement for the Restriction of Gambling, advocating for the passage of a new Gambling Act in 2009.

Municipal and Regional Politics

In 2009, Kaur was elected to the Tallinn City Council, where he became Deputy Chairman of the Legal Commission. He also served as a member of the Finance Commission and the Administrative Council of Kristiine district. In 2011, he became Chairman of the Legal Commission and joined the Council of the Tallinn Development Centre.

In 2013, Kaur was elected Mayor of Mustvee, a town in eastern Estonia. He was re-elected in 2015 and became Deputy Speaker of the Mustvee Regional Assembly in 2017. He continued to serve as a member of the assembly until 2018.

Academic Achievements

Kaur earned a Bachelor of Laws from the Moscow International Independent University of Ecology and Politics in 2002. He later obtained a Master's degree from the St. Petersburg State University of Engineering and Economics in 2008. In 2014, he defended his doctoral dissertation on innovation in industrial enterprises, earning a PhD from the Russian Ministry of Education and Science.

Awards and Recognition

In 2015, Max Kaur was awarded the title "Person of the Year of Peipsimaa" for his contributions to the region.

Family Life

Kaur's father was a boxing coach, and his mother was a prima ballerina. He has one daughter, Victoria, who was born in 1996.
