Mohammed Younes Menfi

Early Life and Education

Mohammed Younes Menfi was born in 1976 in Tobruk, Libya. He belongs to the Mangoush tribe and graduated with a doctorate in engineering from the University of Tabruk. As a student in France, Menfi was an active leader in the Libyan Student Association.

Political Career

All-National Congress (ANC)

After the overthrow of Muammar Gaddafi, Menfi became a member of the All-National Congress (ANC). He chaired the ANC's Public Housing and Utilities Committee.

Ambassador to Greece

Menfi later served as Libya's ambassador to Greece. His tenure was marked by strained relations between the ANC and the Greek government over a maritime border agreement between Libya and Turkey. Menfi was eventually expelled from Athens in December 2019.

Presidential Council Chairman

On March 15, 2021, Menfi was elected Chairman of the Libyan Presidential Council by the Libyan Political Dialogue Forum. The forum established a new transitional government tasked with holding presidential and parliamentary elections.

Election Process

On February 5, 2021, Menfi ran on a ticket with Abdel Hamid Mohammed Dbeibeh as prime minister and Musa Al-Koni and Abdullah Al-Lafi as vice presidents. Their slate received 39 votes, five more than the slate led by Aguila Saleh Issa and Fathi Bashagha. The Saleh-Bashagha slate was perceived as having the endorsement of the United States, but the American ambassador denied any attempts to influence the electoral process.
