Early Life and Education
Born in 1967, the Ukrainian politician has roots in agricultural engineering. He graduated from the Luhansk Agricultural Institute in 1987 with a degree in agricultural construction, qualifying him as a civil engineer. Later, he pursued law at the East Ukrainian University, completing his education with a legal specialization.
Early Career
Construction and AgricultureFrom 1967 to 1973, he held positions as a carpenter and bricklayer in the Starobelskselstroy trust. In 1975, he transitioned to engineering, serving as a safety engineer before leading a construction and maintenance team within the same trust from 1978 to 1983.
Local Government
His involvement in local politics began in 1983 when he became chairman of the Belokurakine settlement council. This was followed by roles as deputy chairman of the Belokurakine regional agro-industrial association and chairman of the Belokurakine district agro-construction company.
Regional Administration
Leadership and ManagementIn 1990, he was appointed deputy chairman of the Luhansk regional agro-construction association, later becoming its first deputy chairman. From 1994 to 1995, he served as chairman of the Belokurakine district council.
Executive Roles
He held several executive positions in the Luhansk region, including chairman of the Belokurakine district state administration (1995-1996), deputy chairman for agricultural issues (1996-1998), and first deputy chairman of the Luhansk regional state administration (1998-2001).
National Politics
Parliamentary RepresentationIn 2002, he entered the national political scene as a member of the Agrarian Party of Ukraine. He was elected to the Verkhovna Rada, the Ukrainian parliament, representing the 113th electoral district in Luhansk Oblast.
Charitable Endeavors
PhilanthropyBeyond politics, he is active in business and charitable work. He established several non-profit organizations, including the Luhansk Regional Fund to Combat Organized Crime and the Regional Fund to Support Individual Housing Construction in Rural Areas.
Family
Lineage and SupportHis father, Mykhailo Andriyovych Hapka (1924-2005), and mother, Mariya Ilyinichna Hapka (born 1924), provided him with a strong family foundation. His wife, Nadiya Petrivna Hapka (born 1951), is actively involved in charitable work. They have two sons: Andriy Hapka (born 1973), a farmer, and Volodymyr Hapka (born 1978).
