Chairman of the Minsk City Executive Committee
Education and Early CareerNikolai Ladutko graduated with a degree in engineering from the Belarusian Polytechnic Institute (now BNTU) in 1981. He later pursued executive education at the Academy of Public Administration under the President of the Republic of Belarus, earning a degree in 2007.
Before entering politics, Ladutko held various positions in the construction industry and in the Komsomol youth movement.
Rise in Government
In 1990, Ladutko became the Head of the Production and Technical Department of Construction Unit No. 256 of the Minsk City Executive Committee. He subsequently progressed through various leadership roles within the housing construction sector, including:
- Head of Engineering Preparation Department, Minsk Housing Construction Trust "Minskzhilstroi" (1997-2001)
- Head of Construction Department No. 101, Minsk Housing Construction Trust "Minskzhilstroi" (2001-2003)
- Director, Municipal Unitary Enterprise "Capital Construction Management of the Minsk City Executive Committee" (2003-2006)
Appointment as Mayor
On September 24, 2007, Ladutko was appointed Deputy Chairman of the Minsk City Executive Committee. Following the health-related resignation of Mayor Mikhail Pavlov, Ladutko was named Acting Chairman on June 10, 2009. He was officially appointed Mayor on June 25, 2010, and served until November 6, 2014.
Policies and Controversies
During his tenure, Ladutko implemented various policies, including:- Cracking down on commodity shortages amid the 2011 financial crisis by dismissing store directors responsible for empty shelves.
- Advocating for mandatory potato harvesting by schoolchildren during school hours.
- Introducing free public transportation for full-time students.
- Raising public transportation fares by 100%.Ladutko faced criticism from President Alexander Lukashenko for his perceived neglect of foreign investors, resulting in low levels of foreign investment in Minsk.
