Education and Early Career

Toktarov graduated with honors from the Engineering and Construction Faculty of the Kazakh Polytechnic Institute in 1966. He began his career at his alma mater as a lecturer. In 1969, he pursued a postgraduate degree at the Moscow Engineering and Construction Institute, graduating in 1972.

Academic Leadership

Upon completing his postgraduate studies, Toktarov returned to Kazakh Polytechnic Institute. He served as Deputy Dean and later as Dean of the Construction Faculty. In 1980, he became the Dean of the Alma-Ata Architectural and Construction Institute.

Public Service in Kazakhstan

From 1980 to 1988, Toktarov held the position of Head of the Construction Materials Industry Sector in the Construction Department of the Communist Party of Kazakhstan's Central Committee. He actively participated in disaster relief efforts, notably after the Zaissan earthquake in 1990.

Disaster Management Expertise

In February 1991, Toktarov became Deputy Chairman of the State Commission of the Republic of Kazakhstan for Emergency Situations. He later served as First Deputy Chairman of the State Committee for Emergency Situations (1995-1999) and the Agency for Emergency Situations (1999-2004).

Leadership of the Emergency Agency

In March 2004, Toktarov was appointed as Chairman of the Agency for Emergency Situations. He held this position until November 2004, when he was promoted to Vice Minister for Emergency Situations. Toktarov retired from public service in 2008.
