Childhood and Education

Born in 1955, the distinguished diplomat and statesman began his academic journey at Marutinsky Secondary School from 1955-1965. From 1965-1970, he pursued his higher education at Yerevan State University's Faculty of Economics. During this period, he became a member of the Communist Party of the Soviet Union (until 1991).

Economic Career and Academia

From 1974-1989, the diplomat served as an economist in Nagorno-Karabakh's agricultural sector. Subsequently, he transitioned to teaching at the Stepanakert Pedagogical Institute. Between 1981-1985, he earned a Candidate of Economic Sciences degree from the Moscow Institute of Management.

Political Involvement

In 1989, he became the Head of the Socio-Economic Department for the Special Committee for the Management of the Nagorno-Karabakh Autonomous Oblast. He went on to represent the NKR at various international scientific forums and conferences. In 1991, he served as Head of the Planning and Economic Department and First Deputy Chairman of the NKAO Council of Ministers.

Prime Ministership and Legislative Leadership

In 1991, he became a deputy in the Supreme Council of the NKAO and was subsequently appointed Prime Minister in January 1992. During the years 1992-1996, he held various positions at the Artsakh State University, including Dean of the Faculty of Economics, Vice-Rector, and Head of the Department of Economics.

Government and Diplomatic Career

In December 1996, he became a member of the NKR government, serving as Head of the State Statistics Service. Notably, from 1997-2000, he served as Deputy and Speaker of the NKR Parliament. He was re-elected as Parliament Speaker in 2000-2005.

Following his tenure as Speaker, he served as Chairman of the State Securities Commission of Armenia from 2005-2006. From 2006-2010, he held the prestigious post of Ambassador Extraordinary and Plenipotentiary of Armenia to Belarus. From 2010-2017, he served as Armenia's Ambassador Extraordinary and Plenipotentiary to Russia.

Academic Achievements

Throughout his career, the diplomat and statesman has been an active member of international academic bodies. He is a Corresponding Member of the Russian Humanitarian Academy (1998) and an Academician of the International Academy of Management and Production Organization (2001). He has authored numerous scientific works focusing on economic issues, particularly those concerning Nagorno-Karabakh.
