Early Life and EducationBorn in 1960 in the village of Yalkym, Ahal province, Turkmenistan, he completed his engineering degree in industrial and civil construction from the Turkmen Polytechnic Institute in 1983.
Career in Komsomol and Communist Party
From 1982 to 1988, he served in various roles within the Ashgabat branch of the Komsomol and the Communist Party of Turkmenistan, including as head of the ideological department.
Municipal Administration
In 1991, he moved into municipal administration, serving as deputy head and chief engineer of the housing and utilities department of the city of Abadan. From 1998 to 2001, he led the "Abadanagyzsuv" production and operation department.
Regional and City Leadership
From 2001 to 2004, he managed the human resources and local institutions department of the Ahal province administration. He was promoted to deputy governor of Ahal province from 2004 to 2005, before being appointed governor of Abadan city in 2005.
