Early Life and Education
Rafail Baydavletov was born in 1943 in the village of Brish, Bashkir Autonomous Soviet Socialist Republic. In 1970, he graduated from the Ivanovo Power Engineering Institute with a degree in electrical engineering.
Military Service and Career in Energy
From 1962 to 1964, Baydavletov served in the Soviet Army. After completing his military service, he joined the "Bashkirenergo" energy system. He worked as a foreman at Beloretsk Electrical Networks and later as the head of the Distribution Networks Service. From 1976 to 1979, he served as the chief engineer of this enterprise.
Political Roles
From 1979 to 1985, Baydavletov was an instructor in the industry department of the Bashkir Regional Committee of the Communist Party of the Soviet Union (CPSU). In 1985, he returned to "Bashkirenergo" as the deputy director of the Central Electrical Networks, chief engineer of the "Energotherservis" enterprise of OJSC "Bashkirenergo," and director of the Ufa Municipal Electrical Networks.
Leadership in Energy Sector
From 1987 to 1992, Baydavletov was elected as the chairman of the labor collective council of the republican energy system. In 1997, he became the general director of the Bashkir Joint Stock Company for Energy and Electrification "Bashkirenergo."
Premiership and Recognition
In 1998, Baydavletov was appointed as the first deputy prime minister of the Republic of Bashkortostan. In 1999, he was made the prime minister of the republic. He was reappointed to this position in 2004 after Murtaza Rakhimov was re-elected as president of the republic. Baydavletov was awarded the title of Honored Power Engineer of the Republic of Bashkortostan.
Personal Life
Baydavletov is a married father of two daughters. In 2003, he received the Certificate of Honor from the Russian Ministry of Agriculture and Food for his "significant personal contribution to the development of the agro-industrial complex."
