Biography of Richard Boucher

Richard Boucher was born on December 13, 1951, in Bethesda, Maryland. He graduated from Taft University in 1973 and George Washington University in 1977, earning a degree in economics.

Early Career

After completing his education, Boucher worked in charitable organizations in Senegal and Guinea. In 1977, he joined the U.S. Department of State and was appointed to his first diplomatic post at the Consulate General in Guangzhou, China. It was during this assignment that he met his future wife, Carolyn Bram. They now have two children.

Press Secretary

In March 1989, Boucher joined the press office of the U.S. Department of State and served as the press secretary for 16 years, breaking a record for the longest-serving Assistant Secretary of State for Public Affairs and Press Relations. He worked under six Secretaries of State during his tenure: James Baker, Lawrence Eagleburger, Warren Christopher, Madeleine Albright, Colin Powell, and currently, Condoleezza Rice.

Diplomatic Assignments

Despite his role as press secretary, Boucher had two breaks in his tenure. In the 1990s, he served as the ambassador to Cyprus and later as the consul general in Hong Kong.

Future Prospects

There are rumors that Boucher may be promoted and assigned to oversee economic affairs within the Department of State.
