Early Life and Career
Saifoulaye Diallowas born on July 1, 1923, in Diari, French Guinea, to a Fula chief. He received his secondary education in Timbo and Labé before attending the Lycée Camille Gay in Conakry. Diallo graduated from the William Ponty College in Dakar, Senegal, and worked as an accountant in the colonial treasury in Niger, Guinea, Upper Volta, and Mali.
Political Involvement
In 1946, Diallo co-founded the African Democratic Rally (RDA). He served as the general secretary of the RDA branch in Niamey and later became a member of the bureau politique of the Guinean Democratic Party (PDG). From 1949 to 1955, he was the secretary-general of the RDA branch in Bobo-Dioulasso.
Member of Parliament in France
In 1956, Diallo was elected as one of three deputies from Guinea to the National Assembly of France on the RDA list. He served on parliamentary commissions concerned with trade, fisheries, and economics.
Guinean Independence
After Guinea's independence in 1958, Diallo was elected President of the Guinean National Constituent Assembly. He was considered one of Sékou Touré's closest associates, known as his "other self." In 1958, he became the Political Secretary of the PDG and visited the Soviet Union to secure economic cooperation.
Minister of Foreign Affairs
In 1969, Diallo was appointed Minister of Foreign Affairs. During an attempted coup in 1970, he became a member of the Supreme Command responsible for military operations. He stepped down as Foreign Minister in 1972.
Family and Death
Saifoulaye Diallo died on September 25, 1981, in Conakry. He was buried in the Heroes' Mausoleum in Camayenne. His paternal uncle, El-Hadj Amadou Laria Diallo, was the federal secretary of the Labé district.
