In 2002, Oviir returned to government service as Minister of Social Affairs in Siim Kallas' government. She held this position until 2003.

Oviir's political career took an international turn in 2004 when she was elected as a Member of the European Parliament (MEP). She has served as an MEP since then, representing the Alliance of Liberals and Democrats for Europe (ALDE) group.
