Stuart A. Levey: Counterterrorism Pioneer
Early Life and EducationStuart Levey grew up near Akron, Ohio, the son of a dentist. He excelled in his studies, graduating summa cum laude from Harvard College in 1986 and Harvard Law School with honors in 1989.
Legal Career
After law school, Levey clerked for Judge Laurence Silberman on the U.S. Court of Appeals for the D.C. Circuit. He then practiced law privately at the Washington, D.C. law firm Miller, Cassidy, Larroca & Lewin LLP for 11 years, specializing in white-collar defense.
Assistant Secretary for Terrorism and Financial Intelligence
In 2004, Levey was appointed Assistant Secretary for Terrorism and Financial Intelligence at the U.S. Department of the Treasury. He served in this role under President George W. Bush until 2011. During his tenure, Levey played a key role in combating illicit financial flows from North Korea and Iran.
Accusations Against Saudi Arabia and Iran
Levey was outspoken in accusing Saudi Arabia of funding terrorism and later added Iran to the list, alleging that it was illegally supplying North Korea with missile components.
Controversial Bank Database Access
In 2006, terrorism officials gained access to a massive international database of banking transactions. While some questioned the legality of the project, Levey argued that it gave officials unprecedented visibility into the operations of terrorist networks. However, critics later pointed out that the access did not translate into meaningful action, with the U.S. failing to implement most planned sanctions against Iranian companies and individuals.
Acting Treasury Secretary Nomination
In 2009, President Barack Obama considered appointing Levey as Acting Treasury Secretary, but the position ultimately went to Timothy Geithner.
