Early Life and Education

Viktor Baloha was born on June 15, 1963, in the village of Zavidovo, Mukachevo district, Zakarpattia Oblast, Ukraine. In 1984, he graduated from the Lviv Trade and Economic Institute.

Political Career Beginnings

In 1998, Baloha was elected Mayor of Mukachevo with the support of the Social Democratic Party of Ukraine (united). He also led the electoral headquarters of the party. In 1999, he was appointed Head of the Zakarpattia Regional State Administration.

Break with the Social Democratic Party

In 2000, Baloha severed his ties with the Social Democratic Party due to conflicts with his first deputy, Ivan Rizak. He accused Rizak of mishandling the region's economic crisis and the response to natural disasters. Baloha established close ties with Prime Minister Viktor Yushchenko.

Parliament and Governorship

In 2002, Baloha was elected to the Verkhovna Rada (Ukraine's parliament) as a member of the "Our Ukraine" faction. He led the regional headquarters for Yushchenko's "Our Ukraine" bloc during the presidential elections. After Yushchenko's victory, Baloha was appointed Head of the Zakarpattia Regional Administration in February 2005.

Government Positions

In September 2005, Baloha was appointed Minister of Emergency Situations in the government of Yuriy Yekhanurov. He also became a member of the "Our Ukraine" National Union party council. In August 2006, he retained his post in the cabinet of Viktor Yanukovych.

Head of the Presidential Secretariat

In September 2006, Baloha was made Head of the Secretariat of the President of Ukraine. He implemented significant structural changes, centralizing all information flows and tightening control over key departments.

Political Ambitions and Controversies

In February 2008, Baloha announced his withdrawal from "Our Ukraine" and supported the creation of the new pro-presidential party "United Center." As Head of the Presidential Secretariat, he played a role in the dissolution of the President's regional reception centers, a move that had previously been praised as making the president more accessible.

Baloha has expressed support for the Rusyn national movement, advocating for the official recognition of Rusyns as a distinct nationality in Ukraine.
