Victor Melnikov: A Central Banker's Journey
Victor Nikolaevich Melnikov, born on July 10, 1944, in Moscow, has played a pivotal role in the Russian banking industry.
Early Career and Academic Background
Melnikov's educational background laid the foundation for his career. He graduated from the Bauman Moscow State Technical University in 1967 and the All-Union Academy of Foreign Trade in 1974. From 1974 to 1983, he held positions as a senior economist and senior researcher at the All-Union Research Institute of Economic Conditions at the Ministry of Foreign Trade of the USSR.
Government and Central Bank Service
In the years that followed, Melnikov ascended through various government roles. From 1983 to 1988, he served as Deputy Head and Head of the Sub-Department for Consolidated Economic Calculations in the Foreign Trade Department of the USSR State Planning Committee (Gosplan). In 1988, he joined the State Foreign Economic Commission of the USSR Council of Ministers, where he held leadership positions until 1991.
From 1991 to 1992, Melnikov led the Foreign Economic Relations Department of the USSR Cabinet of Ministers. In 1992, he became Head of the Foreign Exchange Control Inspectorate under the Government of the Russian Federation.
His banking career began in 1993 when he joined the Central Bank of Russia as a consultant in the Research and Information Department. He rose through the ranks, serving as Deputy Director of the Department of Foreign Operations and Head of the Main Department of Currency Regulation and Currency Control from 1993 to 1996. In 1996, he became Director of the Currency Regulation and Currency Control Department.
Vice President and Deputy Secretary of Security Council
From 1996 to 1998, Melnikov served as Vice President and member of the Board of Directors of Tokobank. From April to September 1998, he held the position of Deputy Head of the Administration of the Secretary of the Security Council of the Russian Federation and Deputy Secretary of the Security Council.
Deputy Chairman of the Central Bank
In September 1998, Melnikov was appointed Deputy Chairman of the Central Bank for interaction with the Federal Financial Monitoring Service (Rosfinmonitoring). In October 2006, he became a member of the Board of Directors of the Central Bank.
Controversies and Accusations
In 2007, Melnikov's name drew media attention in connection with the murder of First Deputy Chairman of the Central Bank, Andrei Kozlov. A letter written by Alexey Frenkel, former Chairman of the Board of VIP-Bank, accused Melnikov of involvement in bribes received by banks seeking inclusion in the deposit insurance system.
Despite these allegations, representatives of the Central Bank officially denied any wrongdoing, and investigations found no evidence of corruption.
Honors and Recognition
Melnikov holds a Doctor of Economics degree and the title of Professor. He is fluent in English. In 2004, he was awarded the Order "For Merit to the Fatherland" IV degree. In 2006, he received gratitude from the President of Russia for his contributions to the national strategy against money laundering and terrorist financing.
