Victor Bandurchenko: A Ukrainian and Belarusian Diplomat
Early Life and EducationVictor Bandurchenko was born in Krasny Luch, Ukrainian SSR, in 1938. In 1957, he graduated from the technical school in Krasny Luch and continued his studies at the Gorny Technical College in Torez, graduating in 1960. In 1967, Bandurchenko earned a degree from the Ukrainian Correspondence Polytechnic Institute.
Early Career
Bandurchenko's early career spanned various industries and roles. He worked as a locomotive driver, mining master at a coal mine, and design engineer at a construction bureau. From 1963 to 1974, he held positions as a technician, senior engineer, deputy chief technologist, and chief technologist at the Constantinovsk High Voltage Equipment Plant in the Donetsk region.
Political Career in Crimea
Bandurchenko entered politics in 1974, becoming the head of the industrial and transport department in Constantinovka. He rose through the ranks of the Ukrainian Communist Party, serving as the second secretary from 1975 to 1978 and first secretary from 1978 to 1982.
In 1982, he became an instructor in the organizational and party work department of the Crimean Regional Committee of the Communist Party of Ukraine. Bandurchenko then served as chairman of the Evpatoria Executive Committee of the City Council of People's Deputies from 1982 to 1985.
He held several high-ranking positions in the Crimean Oblast Party Committee, including head of the industrial department, head of the organizational and party work department, deputy chairman of the Crimean Regional Executive Committee, and chief of the Main Planning and Economic Administration.
Chairman of the Crimean Oblast Council
In December 1989, Bandurchenko was appointed chairman of the executive committee of the Crimean Oblast Council of People's Deputies. In March 1991, he became the Chairman of the Council of Ministers of Crimea, a position he held until June 1993.
Ambassador to Ukraine
In May 1993, Bandurchenko was appointed Ambassador Extraordinary and Plenipotentiary of Belarus to Ukraine. He served in this capacity for eight years, from 1993 to 2001, and during that time, he was also the dean of the diplomatic corps in Ukraine from 1999 to 2001.
Post-Diplomatic Career
After his diplomatic service ended, Bandurchenko became the first vice president of the Interregional Academy of Personnel Management in 2001. In 2003, he was appointed an advisor to the Representative of the President of Lukoil in Ukraine.
Awards and Honors
Bandurchenko has received numerous awards and honors throughout his career, including the Order of Miner's Glory of the III and II degrees, the Order of the Red Banner of Labor, the Order of Merit of the III and II degrees, the Honorary Certificate of the Council of Ministers of the Republic of Belarus, the Gold Medal of the International Personnel Academy for Effective Management, and the Honorary Certificate of the Cabinet of Ministers of Ukraine.
