Vladimir Bondarenko: A Ukrainian Statesman's Journey
Early Life and EducationVladimir Bondarenko was born in 1949 in Ukraine. After completing secondary school, he pursued a degree in labor education at the district teacher's college, graduating in 1972. In 1977, he earned a history degree from Taras Shevchenko National University of Kyiv, where he also received a Juris Doctor in 1998. Furthermore, in 2009, he obtained a Candidate of Sciences degree in public administration from the Ukrainian Academy of Public Administration under the President of Ukraine.
Career Beginnings
Bondarenko's career in public service began in 1976 when he taught at a rural school. He later joined the Komsomol (Communist Youth League) and the Communist Party (CPSU), focusing on youth issues. From 1986 to 1992, he held various leadership positions within the Leningrad District Executive Committee in Kyiv.
Political Ascent
Bondarenko's political involvement continued in 1993 when he joined the Kyiv city administration. However, he resigned in 1996 due to disagreements with Mayor Leonid Kosakovsky. During this period, he served as deputy minister and head of affairs for the Ministry of Justice.
In 1996, Bondarenko was elected to the Ukrainian parliament for the first time. He subsequently served as a parliamentarian in 1998 and 2002, representing the Reforms and Order Party and the Our Ukraine Bloc.
"Orange Revolution" and Opposition
Bondarenko played a significant role in the "Orange Revolution" of 2004, serving as head of the Kyiv electoral headquarters for opposition candidate Viktor Yushchenko. From 2006 to 2007, he was a member of the Pora-Reforms and Order Party faction in the Kyiv City Council, staunchly opposing Mayor Leonid Chernovetsky.
Government Positions and Parliamentary Return
In 2007, Bondarenko joined the Yulia Tymoshenko Bloc, winning a seat in the Ukrainian parliament. He served as chair of the budget committee's sub-committee on the impact of legislation on budget indicators.
From 2010 to 2012, Bondarenko was Minister of Regional Development and Housing and Communal Services in the "opposition government." In 2012, he was elected to the 7th Ukrainian parliament for the Batkivshchyna Party.
Head of Kyiv City Administration and Parliamentary Dismissal
On March 7, 2014, Bondarenko was appointed Head of the Kyiv City State Administration, initially stating his intention to serve for two months. However, he declined to relinquish his parliamentary mandate, leading to his parliamentary dismissal on May 13, 2014. He was subsequently relieved of his appointed role on June 25, 2014.
Post-Administration Career
In the 2014 Kyiv mayoral election, Bondarenko placed third. In the 2014 parliamentary elections, he ran as a Batkivshchyna candidate and finished second. In 2015, he placed fourth in the Kyiv mayoral election, additionally securing a seat in the Kyiv City Council.
Personal Life
Vladimir Bondarenko is married and has four children. In his free time, he enjoys gardening, beekeeping, ethnography, and folk art.
