Vladimir Churov: A Political Journeyman
Early Life and EducationVladimir Evgenievich Churov was born on March 17, 1953. In 1977, he graduated from Leningrad State University's Faculty of Physics and pursued a career in teaching. In 1990, he received a degree from the People's University of Technical and Economic Knowledge.
Career in Municipal Government
In 1992, Churov joined the Committee for External Relations (KVS) of the St. Petersburg Mayor's Office. He held various senior positions within the committee, including Chief Specialist and Head of the Inter-Republic Referendum Department. In 1995, he was appointed Deputy Chairman of the Committee and Head of the Department for Regional Cooperation.
During his tenure at KVS, Churov served under Vladimir Putin, who headed the committee from 1991 to 1996. He also worked alongside Alexey Miller, who later became CEO of Gazprom, and Igor Sechin, who became Deputy Head of the Presidential Administration in 2000.
Parliamentary Career
In December 2003, Churov was elected as a State Duma deputy on the Liberal Democratic Party of Russia (LDPR) ticket. He served as Deputy Chairman of the Committee for Commonwealth of Independent States (CIS) Affairs and Relations with Compatriots.
Churov participated in election observation missions in Ukraine, Serbia, Transnistria, and Kyrgyzstan. He expressed concerns about the 2006 Ukrainian parliamentary elections, alleging that authorities might restrict the voting rights of Ukrainian citizens residing in Russia.
Central Election Commission (CEC)
In March 2007, Churov was elected as a CEC member by the State Duma, with support from the United Russia party. He became the CEC Chairman on March 27, 2007, succeeding Alexander Veshnyakov.
During his tenure as CEC Chairman, Churov oversaw the 2007 State Duma elections, which raised concerns about violations of election laws and abuse of presidential influence by candidate Vladimir Putin. Churov defended the electoral process, claiming that he did not find evidence of campaign violations.
Publications and Honors
Churov is a professor at the Department of Economics at the St. Petersburg Humanitarian University of Trade Unions. He has authored several books on military history and science fiction for children. He has also received the Order of Friendship (2004).
