Early Life and Education

Vladimir Aleksandrovich Kazakovtsev was born on January 7, 1950, in Kirov, Russia. He graduated from the All-Union Correspondence Financial and Economic Institute with a degree in "Industrial Planning Economist." He also completed coursework at the Gorky Higher Party School.

Military and Early Career

From 1969 to 1971, Kazakovtsev served in the Soviet Army. After his military service, he worked as an electrician-tester at the experimental and research department of the Kirov branch of the Aggregate Plant. From 1973 to 1991, he held various positions in the Komsomol and the Communist Party.

Political and Business Career

Kazakovtsev was elected as a deputy to the Kirov Oblast Soviet. From 1991 to 1993, he served as deputy director and director of the School of Managers at the Kirov commercial company Roskomobespechenie.

In 1993, he became deputy general director and later general director of AOZT Kiros-Agros. He also assumed the role of First Secretary of the Kirov Regional Committee of the Communist Party of the Russian Federation (CPRF).

State Duma Elections

On December 17, 1995, Kazakovtsev was elected to the State Duma of the second convocation. During the 1996 presidential elections, he served as a trusted person for Gennady Zyuganov in the Kirov Oblast.

On December 19, 1999, he was re-elected to the State Duma of the third convocation.

Personal Life

Kazakovtsev is married and has two daughters.
