Early Life and Education
Vladimir Konstantinovich Kilchevsky was born into a peasant family in a small village. After completing secondary school in 1940, he attended the Belarusian Agricultural Academy, graduating with honors in 1946 with a degree in Land Management.
Military Career
During World War II, Kilchevsky played a significant role in the resistance against Nazi occupation. From 1941 to 1943, he served as a liaison for a partisan group. He then joined the 256th Partisan Detachment, later commanding a machine gun squad. From October 1943, he served in the 479th Reconnaissance Company of the 17th Rifle Division, eventually becoming the Chief Clerk of the Reconnaissance Department. Kilchevsky was wounded during the war and ended it in Tolkeimit, East Prussia.
Academic Career
After demobilization in 1946, Kilchevsky returned to the Belarusian Agricultural Academy as an assistant professor. He later advanced through the ranks to become a senior lecturer, associate professor, and, in 1980, a full professor in the Department of Land Planning. From 1971 to 1984, he served as Head of the Department.
In 1958, Kilchevsky earned his Candidate of Economic Sciences degree from the Moscow Institute of Land Improvement for his dissertation on the organization of fodder lands and crop rotations in agricultural cooperatives. He was awarded the title of Associate Professor in 1961.
Research and Teaching
Kilchevsky's research primarily focused on land planning and the scientific foundations of land management. He lectured extensively on these subjects, among others.
Public Engagement
Beyond his academic pursuits, Kilchevsky was actively involved in public life. He was elected to various leadership positions, including member of the Gorki District Committee of the Communist Party of Belarus, the Mogilev Regional Committee of the Komsomol, and the Presidium of the Belarusian Republican Committee of the Trade Union of Higher Education Workers.

They had two children: Valentina, a member of the Belarusian Union of Architects, and Alexander, a Doctor of Biological Sciences, Professor, and Academician of the Belarusian Academy of Sciences.
